It is exactly the correct call, there is no such thing as deception during a dead ball. To deceive as to whether or not the snap is imminent or not is exactly what the rule states. There is a huge disparity in talent level between a lot of the teams and the NCAA gives the FBS teams an incentive to run up the score on a weak opponent.
If you're a college football fan, you should know that a 24 point lead with 20 minutes left to play isn't a sure win. if you complained any more, people might start thinking you're a UofU or Wyo fan.

On 11/13/09 the NCAA released a memo ("NCAA Football Clarification and Play Situations Bulletin No. 3") wherein Paragraph 2 outlines a substantially similar play subject to penalty. HOWEVER, contrary to other posts, there is a DISTINCT DIFFERENCE between the Bulletin and the events of 11/21/09. Specifically, the Bulletin states that the QB is "ALMOST TO THE SIDELINE" when the ball is snapped. That level of deceit did not occur on 11/21 but the seed was planted w/ the refs. Google it.
Ridiculous call. I have seen this play run numerous times. BYU ran it last year with perfection. A flag was never thrown. When the referees were asked about the call they said there was an "internal memo" that made them feel they needed to call the penalty.

On 11/13/09 the NCAA released a memo ("NCAA Football Clarification and Play Situations Bulletin No. 3") wherein Paragraph 2 outlines a substantially similar play subject to penalty. HOWEVER, contrary to other posts, there is a DISTINCT DIFFERENCE between the Bulletin and the events of 11/21/09. Specifically, the Bulletin states that the QB is "ALMOST TO THE SIDELINE" when the ball is snapped. That level of deceit did not occur on 11/21 but the seed was planted w/ the refs. Google it.

Ridiculous call. I have seen this play run numerous times. BYU ran it last year with perfection. A flag was never thrown. When the referees were asked about the call they said there was an "internal memo" that made them feel they needed to call the penalty.

The key is he put his hands under center, which means he has to take the snap. The Colts got this called on them once or twice that I remember for the same reason, although it's generally called illegal formation or motion.. The ref was just trying to be witty
