Because that was the episode where Protoman pretended to have turned good and ally himself with Megaman. And Needle man forgot that Protoman was only faking his good guy thing. That's why he was shooting at him. And I agree; Top man and Hard man where incredibly tough in this show.

It was an episode where Proto Man pretended to switch to Mega's side. Needle Man, along with Heat and Elec Man, were shooting at Proto to make it seem more realistic.

"Campus Commandos", a delightfuly ridiculous episode where robots apparently need to go to school to learn how to do things rather than - I dunno - being PROGRAMMED to do it. Topman's first (and only) appearence in the series was actually the highlight of this ep for me, and he's actually significantly more badass than in the games too.
