Point 1 - if the jogger actually looked properly and not just run out (as they all seem to do these days) then she would have known the car was coming, if not by sight then she would have heard the engine. Second, if he was speeding he would have passed that point of the road a lot sooner and she could have crossed in safety.

Yes I am for this commercial all the way, Hell yeah people should start seeing that when it says speed limit is 30mph, that is how fast they can go, bot how fast you can double it. However there is a reason that J-Walking is illegal. Say the dude was going at the below the limit and she just jumped out of no where and got hit. Drivers fault, I think not. She really didn't look when she ran straight out into the road. However, the driver is also somewhat at fault because he was going too fast to account for her carelessness. When you are the driver, you have to be aware of everything around you.

As for Russia, we have default 60 kmph speed limit in towns and 90 outside, +10kmph "green zone", afaik in most european countries/USA thats 50MPH, even higher than ours, so whats the drivers fault?

Point 1 - if the jogger actually looked properly and not just run out (as they all seem to do these days) then she would have known the car was coming, if not by sight then she would have heard the engine. Second, if he was speeding he would have passed that point of the road a lot sooner and she could have crossed in safety.
