I can't help but wander if Cydia is Debian based. This is pretty much the same method when apt-get install 'something' - And when there's nothing in the sources list you have to edit the /etc/apt/sources.list file and update. Not to mention the installation process is very much like Debian for Cydia.

Sorry to inform you, Maxski414---IOS4.2 version of INSTALLOUS 4 is just like AppTrackr,--- you can NOT install .ipa files your ALREADY have anymore!
