I've got several mp3's and videos of Jon singing this live hitting the original 'live' key notes (as ur rite about the tune down). The live key is still HIGH and Richie is NOT singing the high notes - not even close. Jon however, also cannot sing the original - there's many vids of him doing some impressive feats however. So to answer u, yes, this is to give Richie some spotlight - they've always done stuff like this since the 80s. Jon, can't risk wearing out his chords, so he holds back.

Correction: Jon cannot sing the original anymore. In 1996, he could - he could sing almost anything in 1996. Watch my videos. I used to believe Jon lost his abilities too, in 2005, blaze, there4u, sin etc were all done acoustic, low notes, etc. Richie would do there4u - I thought that Jon couldn't sing these songs anymore. Then, in 2007 BOOM, I see vids of Jon singing Blaze, There4U, Living in Sin - all in the original key (or close to it), NOT the reworked acoustic versions.
