this can be done with anyone easily e.g the fan. on console target the fan and type setscale 10 if you want to cause havoc then take his weapon with no guards near, go to any city and type

target.setlevel 255.

this will make the fan lvl 255 give you a daedric claymore and a damage health 30 sigil stone. enchant it and drop then type

Oh yeah, and a good example of that is, Ghostbusters is 30 or 40 bucks on the PC, and it has absolutely no multiplayer. The fact that the PC lacks the party systems and matchmaking that makes the Xbox 360 fun, and I am saying this as a long-time PC gamer, just makes it a boring trek to find a good server.
