you can get to spring path by beating the game and you get the national pokedex.

Go to Route 214 (below Veilstone City) after you caught/defeated Giratina & just go down a little bit. After that you'll see a path to your right. That's Spring Path.

You just used your master ball? You only get one of that in the game! Instead, I´d use False Swipe, Then It would be caught.

if you saved after batling him i think you can go out of the cave and enter again and he will appear but if you saved the game before batling him theres no problem you can catch him.
