In the movie the sun was making the earth too hot to the point people in cities were getting dehydrated and collapsing from the heat so they tried to make the clouds cover the earth to help block out the sun.
It worked, but soon after people started dying because the cloud barrier became toxic.
This sounds exactly like that movie except we haven't really been effected by the heat yet.
