its called strings..... make ears that stick up. then put a string on them and carfully pull them down to make them go flat.

To make these ears, you put a piece of plastic nylon material inside of them to make them spring up! The plastic material can bend when being pulled by the string but release the tension and it springs up like that. :) there's a thread of it on cosplay.com
