its an allegory for how paranoid people with power are, and is about the cold war. America and Russia were just waiting for the other to strike first, and every move the other made or didnt make scared the other, so on and so forth. a school has some sort of celebration, or ceremony, and releases 99 red balloons as a kinda celebration (possibly elementary school)

and the country (german?) gov'ment mistakes it as a threat from the other country(???) and bombs the town as a counter measure....thus the last verse "in the dust that was a city"....happy sounding song, sad, epic meaning....truely awesome.
