And IF they did claim them, how are the state authorities supposed to know which kids belong to who?
It is the responsibility of the state to figure out where these kids belong.
Without the kids claiming their parents, or the parents claiming their kids, the kids are orphans.
When proper identification is made, the kids are not orphans.
