lv means auto-master of all your materia, with a GUARANTEE of 1 level on all (at level 1)

find the shop that sells its DMW materia, master a few using this, then go hog wild and master all your materia for fusions.

yes. the best way to increase the odds of getting moggles, or any power surge in general is to equip the corresponding DMW materia. for moogles, i believe the materia is called moogle power and i believe that it can be bought at an unlockable store. i dont know which one, but you probably have to do missions to unlock it.
