That's only part of the Hot Springs. Below the trail used to be some soaking pools. But the Park service in it's zeal against all soakers of any kind, dynamited the hot springs soaking pools in the late 70's or early 80's.
If enough people were to petition the Park service, maybe they would restore the pools for the people's use.
