The only reason Jane isn't making a move is because he is just too obsessed with Red JoHn. All his project of revenge, and everything, is the only reason why sometimes, Jane & Lisbon are getting further one from the other. When Red JoHn is in the air, Jane become a total fool. It would be cool if Jane suddenly become a hero for Lisbon, but the thing is, he's not a hero. That's just why it's gonna be the top or romance... :P
