Do you know that jet fuel burning in open air burns at a miximum of 600*F give or take and a maximum of 1800*F in a controlled burn. I read in the FEMA report that the jet fuel also burnt off quite quickly. From every video I have seen, the fires die down pretty quickly which would support this. Steel regains it's strength as it cools down.
Might be the light reflecting off of one of the aluminium plane debri. It's hard to tell with a video of this resolution. BTW it's not paper, it's too bright and too large to be paper.
