From what I understand, John Ritter was unavailable for this, so William Katt replaced him. I don't know the story for Big Ben though.

This one I think was just a TV movie though based on how it'll have the commercial fadeouts. IMHO, it's not bad, but the Ritter ones are a bit better.

Yes, there was; I saw it on USA sometime in the late '90s, and you know what I noticed? Ben and Junior were replaced by two different actors, other than Oliver & Ritter, but Warden (Big Ben) and Gottfried (Peabody) still remain.
