Assassins coat you get from a chest very early, in Bower Lake. The rest is normal clothes dyed black... noblemens trousers, explorer boots, carriage gloves. All at shops in Bowerstone Market.

if you are fully evil can you become good if you want to go back?

Yes, the good and evil meter consists of 2000 points to go from one side to the other. And any time you give money to any person in the game, you get 1 good point for every $100, so $200,000 will make you go from fully evil to fully good.

Conversely, if you kill 67 people (30 evil points each), you will go from fully good to fully evil.
