One: this is a dangerous part of the ice, and players are taught that from the beginning. Two: Both players were going at good speed for the puck. Three: Chara did push Max's head with his hand. No matter where you do this on the ice, you don't apply force directly to a guy's head when you check. Finishing your check NEVER means a blow to the head. After looking at this with extenuating circumstances in mind, a suspension should have been warranted.
