She is a very accomplished artist of Romanian origin; she lived in Bucovina province, now part of Ukraine, and the past part of USSR. She performed where she could be more appreciated by large audiences.

That is not historically accurate. Bukovina became part of the Austro-Hungarian Empire centuries ago, and its majority population has been ethnically Ukrainian since the 1850's, under a policy developed by the Austro-Hungarian administrators.
Today, Bukovina is in Ukraine. That's a fact, just as Alsace is part of France not Germany, and Pomerania, parts of East Prussia, Brandenburg and Silesia are now in Poland, not Germany.
Of course, what else can you say about it? Anyway show me one state that took a part of the other state and recognised it? So... leave history to historians...

people can call her differenet names. She is still S.Rotaru. Madonna is not italian singer, Cher is not armenian. Even thought they do have thos enational backgrounds

Rotaru is a romanian name. She was born in a romanian family from Bucovina. Rotaru means Wheeler. It's an usual romanian family name.
