On consoles you need the console maker's permission for your game to be sold under their branding. Sony, Microsoft and Nintendo don't want AO games on their consoles because the press would go nuts. SA had the Hot Coffee nonsense, since edited out and re-released. Guy Game had an under 18 girl flashing her breasts (illegal). Kakuto was pulled by Microsoft for a certain offensive bit, but not re-released because it sold like crap. Thrillkill was AO and Sony didn't want it.

The U.S. doesn't ban games because of our constitutional right to freedom of speech. However, any game that has an "AO" (Adult only) ESRB rating cannot be sold in retail stores like wal-mart, but they can be sold in adult stores that sell porn and crap. Just because AO games can't be sold in retail stores in the US doesn't mean their banned in any way, their just harder to get.

Thrill Kill was cancelled by the manufacture, no ban was set into place. GTA:SA is for sale in my game store right now. I think they censored it a bit to get a lower ESRB rating. Kakuto Chojin was recalled by the manufacture, due to complains over religious references in the game. Once again no ban was issued on this, and it was recalled in both regions.
