It really looks like they've rotascoped over live action to create the look for this title sequence. It's not like the look of the rest of Bebop. They've either Rotascoped it or if not, paid extreme attention to detail on live reference footage. Oh and neat song too.

Everything she writes you're positive you've heard the song before, until halfway through the song, you realize you haven't! That's how good she is. The African-American man in headphones singing the line "What's up" is Beau Billingslea, the English voice of Jet Black; the woman in dark top drinking soda on the song line "sweet cakes" is Wendee Lee, the English voice of Faye Valentine; on the line "anyway", the man in sunglasses taking a karate pose is Steve Blum, the English voice of Spike Spiegel.
The black guy with the headphones is supposed to be a depiction of Jet's English voice actor; the girl drinking a soda is Faye's, and the karate guy is Spike's.
It's the same way with a lot of series and movies, not just this one. They have to make it look extra appealing so it'll ramp up the viewers interest.
I fell in love with this song and this movie back in the day. I forgot about it for a while, but I remembered it the other day. Can't believe how awesome it was, and the movie. And wtf @ 1:18. What a moron.
