The NYPD's 27th Precinct is a police station for film production only. They were shooting Law and Order. The NYPD cars that you witnessed are real NYPD cars, the officers are actors and the engraving to the NYPD cars are fake. But the cars are of the NYPD. Whenever there's a a shoot, the film can't use or have real numbers on them. The 27th precint is mostly used to film Law and Order. Other movie producers might use the 27th precint for other film productions.

@r25rjr Then please re-post another comment, with a link to a precinct map showing the location of the 27 precinct. I could be wrong about this one, but there are several unused precinct numbers that are used for films. These cars have a '27' on them.
