I think it's just that while APC sounds a bit downtrodden throughout the album, it's certainly more uplifting than the pure unadulterated rage of Tool (Ticks and Leeches, Undertow). Maynard said that he just needed to move on from that chapter of his life, and i think that comes through with the lyrics in 13 step (Ex: Gravity- "I choose to live").

The 8th Step of the AA program is that one must: make a list of all persons he/she had harmed (i.e. a list of "CRIMES"), and be willing to make amends to them all. I believe this MJK's musical interpretation of that step. Of course this is only my opinion.
