im not talking about the picture as iknow that they dont always sync up when loaded to youtube, i mean in the audio we can hear her taps, which aren't in time, or at least aren't always

I affirm, she was in time. It's allways the same problem: if two ore more tapes are to sync and the cutter is not familiar with stepdance (the video was taken by a tv-station), moves and sound are almost always asynchronous. I have tested with my videosoftware, that you notice, if you delay the picturetrack only by one pic.
