I don't know. The only notes used in the song on the instrument are A C D E G A which is A minor pentatonic and the song is in A minor. The B section 'teases' the key of C major but the overall tonal center is definitely A. The lowest and highest notes being A and the scale being A minor pentatonic, I say it's in A.

If the overall tuning was in A, and he was playing in A minor, that would mean that he is playing with 3 flats which he's not. So, the overall tuning is C

No I'm sure of it. And the key of A minor has no sharps or flats. 3 flats would be C minor. The hulusi he's playing here is tuned to A minor pentatonic and the song itself centers around the key of A minor. The intro is in F but it goes into A minor and the remains the primary tonality throughout. I'll bet my life on it.
