According to Muppet Wiki, The earliest known appereance of this was in episode 3849 (from Season 30) on February 11, 1999. But technically, this segment was produced at the end of 1998. So, you're right.

Yes, it is. I'll mostly being using it to post Plaza Sesamo things I can dub into clips here (as the ripping file sizes are quite large; this one was 20 MB) and occasional SS things and whatnot.
