Otherwise, it's a character theme on a CD. My guess would probably be this one since they have the Dear You song for each character (the lyrics are changed to the character's story but the theme is the same). The character's voice actors sing the songs.

Guys.. In japanese, it's Higurashi no Nako Koro ni. But "NAKU" can be translatet as "Sing" (when you're talking about Cicadas) and "Cry" (when you're talking about humans). So, it means that they sing and people cry in the same time. Kanji "Naku" is also colored red in the title of the manga/anime. I hope I made it easier to understand, since I'm not japanese xDD;

I just wanna throw this out there, cuz it urks me when some people are almost completely correct but not quite, Higurashi No Naku Koro Ni can be roughly translated into "When Cicadas Cry" and as the others have said in the U.S. they simply changed it into "When They Cry" To completely and accurately translate the name would be hard because Higurashi is actually a specific species of Cicada that is only found into Japan so when translated into english it is simply Cicada in the name.
