That happens all the time. There is couple special things that might happen when encountering a ped. like..: You shoot him in the dead, he just falls on the ground, and gets up (which leads to gunfight or pedenstrian trying to escape), Kevlar-Skinned peds (I call em that) they wont die fast as other peds.You need to take few shots. A bug or something dunno, invisible peds. ( uncommon in hamburger bars, and all around the Liberty City) When aiming, you might aim in the air. That is invisible ped.

Its a pretty common glitch man, and not just in GTA. A lot of open world games have this glitch. I first discovered it about 9 years ago, playing True Crime LA on PS2. If you drive into the rafters/seats in any baseball court, the same thing happens, but it WAAAAAY worse. You literally go flying across the whole map, and it usually crashes the game, so its pointless in True Crime. San-Andreas with tanks on mount chilliad however....Thats the best of them all. Try it & see.

I think so, but I aint tried it in this game. The best game for this kind of glitch is San Andreas. Try this if you have the game. Go to Mt. Chilliad, face a steep hill or some big rocks, then start spawning tanks (some of them will get merged with the mountain), when this happens, get into the tank and start trying to move n steer. When you do it wrong, your tank will explode, but if you do it right, you'll be sent all the way across the map, spinning at like 300 RPM's!!
