That doesn't make any sense at all. The amount of smoke made is based on the amount of friction between the tires and road, the heat generated. So it has very little to do with the engine at all, as long as the engine has the power to spin them.

I think what the dude was looking to say was, a first gear burnout will not produce as much smoke as a fourth gear burnout, the reason being is because of the gear ratios of the transmission, for every X turn of the motor, the tire turns XX times, where as when you're in a higher gear, the tires turn much faster than the motor. Think if you had a 10 speed bike, if you put it in the highest gear (10:1) and hold it still while turning the pedals at the same rate, the rear tire would spin faster.
