i don't get why some people play this games to just beat the gym leaders and beat the league, for me its fun to have very very very strong pokemon and train them very hard

You can't get the Dragonbreath Tm UNTIL you beat Clair, and you can't FIGHT Clair until you've beaten the other gyms.

It's not like its hard. And I believe you could have dragon breath before that Gym if you trade it from another game, or tinker with pokemon stadium 2s item boxes. I don't htink ninetails can learn it though.

I know that Ninetails and Vulpix cannot learn Dragonbreath or Psychic at all, but you can get a Pokemon from another game that knows Dragonbreath and trade it over to the uncompleted game. Afterwards you can use Dragonbreath on Clair's Pokemon.
