Yes? You (collective) do not approach a police officer after failure to pull over. Judging by the amout of police Following the Truck, he had Not stoped for a good 50+ miles. The Necessary Use of Force was Applied to Remove the immediate threat to the officers. They don't know why he is approaching them, so they are allowed to defend as needed. and the baton was needed. he only did it to get him to the ground after the man refused.
