Black people only received equal rights just a couple years back, they still make up majority of the lower income regions. In these lower income areas of cities, this is normal for them, they act like complete animals. The white community that has such a huge impact on the African community has to change a lot too. It's not the culture. If they have similar behavioral patterns all over the world regardless of the culture and country they grew up in, that is genetic, it's racial. Why? I have seen many white Americans that believe racism is of the past and many African Americans are feeling victimized because of history. Of course I still think it was ignorant of the man in the video to attack someone when he doesn't even understand the culture but I disagree with how you think it is the black community exporting its problems. Also, black people face a lot of mean treatment in Korea too. Racism gets exported and internalized by ppl. Koreans do tend to treat white ppl nicer.

I am Korean and there are some statements that disturb me. First, I don't think it is just the African American community that needs to change. The white community that has such a huge impact on the African community has to change a lot too. History of oppression cannot be forgotten so easily and to many minority groups in America it is not the past. People that have power in society do not recognize that easily.
