You guys may have answered your own question. It's a game that popular all over the world which means that it's probably pretty likely that you could have custom cards made.

Perhaps via some authorized dealer or something lol... maybe Zell's mom got it as a present for him.

Anyhow, just cause the game doesn't explain the finite details of how it came to be does not mean it's illogical. :P

One thing I find odd you didn't mention is the Queen of Cards at the end of FFVIII. How the world is just about destroyed and there's some random woman in the middle of nowhere who wants to play cards. Either way, good rant.
