EVERYONE. What iNEVERreadreplies said is right. There was a movie, Japan Sinks, and this was kind of a spoof on this and a commentary on anti-foreigner sentiment of some people in Japan. It's supposed to be humorous. Did you see that girl in the tub 8:02. That is over exaggerated and it supposed to be seen as such.

Whats funny about the "Americans have the lowest proficiency in Japanese" Is that a study presented in class when I was studying at Waseda said the Japan has the lowest English language proficiency test scores in all of Asian except for N. Korea.. which is pretty sad since it was, at the time, the biggest economy in all of Asia and N.Korea probably shouldnt even been considered in the rankings for obvious reasons
