Anti-military nuts like to say that the government used it as an excuse, when it was in fact just part of our foreign policy (see Iraq Liberation Act of 1998, under the Clinton Administration). We were mobilizing troops to Afghanistan, so why not save some money and send them to Iraq as well? Bush knew Saddam's regime had no WMD or any kind of nuclear production such as the "aluminum tubes" and "yellow cake uranium" theories. We had intelligence since the end of the war in '93 that Saddam had no plans whatsoever to establish WMD or nuclear weapons. That was his dream in the 80s and early 90s, but he knew it was too risky.
