Its a modified version of a late 80's Ibanez RD707. They went out of production in the early 90's. If you go on his official website he tells about what he did to it...

Itis not a pick up at all, Chris's thumbs hyper extend so he has come up with this ramp type system so he can rest his thumb on. It actually helps him play faster

if you only want to learn i think yes, but if you want the same sound you need a specific bass for Rock style.

If you want something like it, it's as simple as sanding up a piece of wood and gluing it on.

Ramps are used by a lot of players. It helps prevent you from digging in to the strings too much for more consistent sound. It's a device used by Gary Willis and I believe Billy Sheehan. Personally I don't like the idea because sometimes I like to dig in for a different sound.
