Yeah, that's a classic cartoon. There were quite a few anti-German or anti-Japanese cartoons from this period. If you couldn't tell, the whole thing is making fun of Nazi Germany. I don't see why it wouldn't be allowed; it was 1943.

It was also made to help sell war bonds!
