@AdlerSchwadron Why is simple. If you know tiers then you know its not about tiers but matchups. Japanese tournaments are on arcade machines. Japanese SF4 players play on arcade, not console.

So if a Japanese arcade uses consoles instead of borrowing or renting arcade machines for tournaments, its understood not to use console-only characters as Gouken isn't low tier to an arcade player, he's unknown whether its safe for you to poke, jump-in, etc.

A dizzied opponent is still considered to be in the link that caused it, so the damage scaling of the combo applies to the ultra.
