He died 82 days into his 4th term, and was very ill during the '44 campaign.
The congress put a two term limit proposition together and had it passed by a super majority as the 22nd ammendment to the constitution. (1951)
In recent years it has both saved us and cost us.
The elderly Reagan would have easily won a 3rd term and would been suffering from Alzheimer's while in office.
Clinton should have stayed for a 3rd term, but couldn't.
