Put it like 1/3 of it is on the water, then connect it to a power source (Fusion generator or a solar panel needs a storage (like a battery)) then connect into a water storage, and wait some secs. see it filling.

actually oil systems and life-support are just some addons for the garry's mod game. for it to work you need another source engine game. (hl2, css,tf2, etc) you can get the addons from garrysmod(dot)com/downloads. the addons/maps/scripted weapons or entities uploaded there are third-party so they are not included in the gmod download from steam. (also check facepunchstudios(dot)com/forum­s for general talk about gmod, addons for it, maps and other stuff like that.

So this stuff is cool and all... but, like, what is the point? Not to put it down in any way, just that I don't get why you would purposely want to make things more difficult then they need to be, like when you can just use thrusters without oil, but you set it so you need to make all these complex generators and stuff?
