The instrument is not tuned up yet properly so it sounds a little "off", but this is just a practice for the fingering technique, strength and speed. But yes the notes are off and not properly tuned yet.
The tuning is strange? If the tuning is correct for this composition then it is not strange. When tempered (western) music first came out it must have sounded strange - the major 3rd has an error of about 14 cents (14/100's of a semitone)!
