Actually the Hippowdon is not a shiny, It differs by sex, just like Gastrodons colors differ by area.

Lv55 Quagsire= use Grass moves.

Lv56 Sudowoodo= use Grass, Water, Fighting, Ground or Steel moves.

Lv56 Golem= use Grass, Water, Fighting, Ground, Steel or Ice moves.

Lv55 Whiscash= use Grass moves.

Lv59 Hippowdon= use Grass, Water or Ice moves.

that is not a shiny hippowdon, the female's color is just different than the male color.
