@PhenomPhoenix basically, he is a debt collector, and in order to make people pay, he dresses as a clown and embarrasses them into submission (not a very american way of doing things obviously, but it's also fiction) he follows her after she remains stubborn in not paying.
she ends up turning the tides, and makes him feel poor for having a job that makes people feel bad (she cannot pay the debt because she has 2 kids and the father won't help)
@aheyadonde7 he decides to go to work and say he couldn't get any money out of her.
the boss fires him, and he finds out that she was working for the same company, and their meeting was a test to make sure the debt collectors could work efficiently without getting emotionally involved.

Charly is disguised as a clown to get embarrassed to defaulting, to pay.
