Simple, place one on each waterfowl license for this years duck season, love to try one my older uncles/ relatives loved them during the war years, why not now? I look at them and always thought how nice they would be slow roasted. So many everywhere. Non would be wasted, pest destruction under gov rules forbades human consumption, WTF ? Use them respectfully or not at all

There is no need to shoot Black Swans or other wildlife when there are more cost effective deterrents available
