I dunno, I was always taught that we weren't allowed to vote. I was never told it was a conscience issue or that it was a personal decision; I was always taught we were not allowed to. In fact my mom used to tell me the reason my dad wouldn't become a JW was because he wouldn't be allowed to vote any more.

If you can be disfellowshipped for it, then it's clearly prohibited. Saying it's a "conscience matter" but you'll be disfellowshipped is like saying any of their prohibited activities are conscience matters.
