They were probably eggs for a while, then larvae (caterpillars) for some time after that before they hatched out into the winged adults. Probably nothing more than a cosmopolitan storage pest, but I hope you either killed them or reported it to the agriculture authorities where you live.
I found a live bug in a bag of Trader Joes rice just last night! Mine was the white rice from India. How gross!

Did you eat the rice? or return it to TJs?

I had the same thing happen to me. It was in a bag of sealed pistachios though. GROSS.
