she doesnt have to be beautiful to be NOT REALLY a beggar. her clothes, jeans, purse explains that she HAD money and probably just ran out. if she really needs the money urgent, then she should sell her purse, she'll get what she needs.
8 yuan isn't very much... it's about $2 but in china you can get a long way on public transport with $2 unlike public transport costs in australia. She might have had her purse stolen/spent all her money, has a gambling habit or whatever and needs the money to get home which is too far for her to walk to.
