I would expect a handpump to force the water out of the ballast tanks, or possibly a tap into the air supply. So, if you run out of batteries, you could still surface. But I don't actually know.

@pood18 Not sure about a personal sub but on a fuel sized one there will be atleast enough air in the pressurized tanks for 1 resurface. In case of a power failure you can manually release ballast (by forcing pressurized air into the water tanks) simply by turning a valve. Though when resurfaced you will be stuck in the middle of the sea (if your 50m down you probably wont be near shore)

that sounds more retarded than my comment if im blunt. you would want to open the hatch obviously if the submarine broke down under water otherwise you would suffocate. what im saying is you wouldnt be able to due to balancing pressure between the air in the cabin and the pressure of the water coming to equilibrium. if they made it so it would balance quickly then you would hopefully, depending on depth be able to get out and float to the surface for oxygen.
