a dust devil cannot become a tornado, what you are looking at is something called a landspout tornado. a landspout tornado is a totnado that forms in colder air and does not come from large storms,

Well done for capturing this video! Truely amazing!! There was a Tornado that hit Ballarat this thursday 20/12/07. Did you get it at Bacchus Marsh? It was quite spectacular. unfortunately I did not know it was coming otherwise I would have tried to film it. Fortunaely nonone was injured but the gutters on our house just about gave in from the weight of all the rain when the storm hit.

To the person who said a landspout is a tornado -- WRONG! A tornado is much stronger and originates from a thunderstorm, whereas a landspout doesn't require a thunderstorm. But what amazes me the most about this video is all the cars just driving past, ignoring it. I'd be stopping to look!

Actually, a landspout is essentially the same thing as a tornado: a swirling column of air descending from the base of a cloud to the ground. But as you say, landspouts form in clouds that are not thunderstorms. In the US, landspouts have caused the equivalent of F3 tornado damage.
