My friends t2 would do something like that, turned out the cat was really clogged. Once he took it off, idle was perfect. It was pretty embarassing, we would be at a stop light and the car is revving up and dropping...revving up and dropping. Like we were wanting to race the person next to us lol.

Sounds like the TPS is out of adjustment. My GXL would do the same thing for about 30 seconds to a minute when it was warming up
